I first started using Paypal while I was living in the USA about 10 years ago. A few years ago I returned to the UK where I changed all my information and, and around 2003 I moved to Indonesia where I am now living. Over the years I have problems with them and several times I have had to send them copies of my passport etc. Whenever I visited Indonesia, before I took up residence here and did any business with them, they always blocked my account. Eventually I informed them that I was constantly visiting here and the blocking appeared to stop. My main complaint at the time was that I was unable to extract my funds to an Indonesian bank and all my UK banks and credit cards I had cancelled. Thus I had to transfer funds to my daughter in the USA, at a cost of course so she could retransmit the funds to me, at another cost. A few week ago, I received some funds from the UK to my Paypal account. I used a small amount to pay for my web hosting without any problem. Then, out of the blue, when I tried to log in, I received a notice that my account was blocked because of “some suspicious activity in my bank account attached to Paypal.” This sounded a little strange as, before I left the UK, I had cancelled all my bank accounts and credit cards there. On top of the blocking, I was prevented from logging in with a stupid notice, something like “Your account has been randomly selected for investigation…” They then asked me for the number of my bank account. After 6 years of not using it, I had absolutely no idea of the number. I asked my relatives in the UK to visit the bank, which they did but the bank refused to give them any information. I telephoned Paypal and explained the situation that I was unable to log in as I could not ever produce the bank account number. The girl explained that she would email me and explain how I could solve the problem. A day later I received an email from Paypal instructing me what to do. The first instruction was “Log into your account.” I called back to Paypal informing them that I was unable to log in while they kept asking me for the bank account number. I was assured that I would receive an email with instructions as to what to do. The next day, the email arrived and guess what? Yes. “Please log into your account,” GRRRRRRRRRRRR. Over wasted on phone calls. I wrote an email to them explaining the situation and included “I AM UNABLE TO LOG INTO MY ACCOUNT.” Several times. I then received the following:
Dear Sheldon Archer,We’re sorry, but we cannot restore full access to your account until wereceive additional information: Change your password and security questions.

Yours sincerely, AlanPayPal Account Review DepartmentOf course in order to do that I would have to LOG INTO MY ACCOUNT. GRRRRRRRRR. I sent off another email explaining the situation.. I then received the following:

Please change your password and security questions
Please use the link below to access the Limited Account Access Details pagefor your PayPal account and follow the instructions to complete the ChangePassword and Change Security Questions and Answers requirements.
The link they referred to did not work

Obviously nobody in Paypal can read. So, I sent another email to them. At the same time I contacted the last payment sender and asked him to claim his money back. This was refused as it was more than 45 days (because Paypal had been messing me around for so long) I received another email asking for a copy of my passport which I faxed to them. Next I received this:
Dear Sheldon Archer,We recently requested information from you after noticing an issue on yourPayPal account. We have reviewed your account and made adjustments to thesteps required. Hurray, they had finally dropped the bank account number requirement. “Things were looking up,” I thoughtI logged into the account and went to the “resolution.” section. There they gave me several steps to follow in order to resolve the situation. These included a UK photo ID showing my full address; a copy of a UK utility bill in my name. I tried to explain to them in yet another email that I had not been living in the UK for more than six years. They already had a copy of my passport. All my documentation was now Indonesian. Fell on deaf ears of course. Next I received this:
Dear Sheldon Archer,We have reviewed your PayPal Account, and due to the excessive riskinvolved, we would like to begin parting ways in a manner that is leastdisruptive to your business.Option 1. If you owe refunds to any of your buyers, you can use the moneyin your PayPal account to refund them.To refund your buyers:1. Log in to your PayPal account.2. Click “Contact Us” at the bottom of any page.3. Click “Contact Customer Service.”4. Under “Choose a Topic,” select “Sending/Receiving Money.”5. Under “Choose a Subtopic,” select “Refund/Cancel a Payment.”6. Click “Continue” and follow the instructions to refund payments.That suited me fine as I was sick of dealing with them. I logged into my account. I clicked “contact.” Guess what? There was no link to “customer service.” I tried various other ways of returning the money but nothing worked. I emailed them again explaining this and received the following:
Dear Sheldon Archer,Thank you for contacting PayPal Customer Support.I can sense the importance of this matter to you. Allow me to help you get to the bottom of this issue. Please be advice that you must have sufficientfunds in your balance before issuing a refund.

Find the transaction you would like to refund and click the ‘Details’ link of that transaction.4. At the bottom of the page, click the ‘Issue Refund’ link.5. Enter the amount to be refunded and click ‘Continue’.6. Confirm the information and click ‘Issue Refund’.Please note, you’ll only be able to click on the ‘Issue Refund’ link if;* You’re issuing a refund within 60 days of receiving the payment I could not do it as Paypal had now kept me waiting more than the 60 days limit. I then received this:
Dear Sheldon Archer, Thank you for contacting PayPal regarding the transaction id 0AW42878VG215840H.Upon checking Mr Archer, it shows that the case has been closed into your favour and the funds have been released on your PayPal Account. The case has been automatically closed because it has been filed 45 days after the initial payment of your buyer. However, if you would wish to issue a refundto your buyer, you may follow the steps that has been sent to your by the previous representative. If you need further assistance please do not hesitate to contact us back.It is my pleasure to assist you. Thank you for choosing PayPalYours sincerely, Arra That sounded great. They had finally given up all this rubbish over nothing. I duly logged into the account and guess what? It was still restricted as before. So, I sent to Paypal another email explaining the situation. I received this:Dear Sheldon Archer,
Thank you for contacting PayPal.I checked your account and the Account Review Department has reviewed your documents and has decided to permanently limit your account due to the riskinvolved with your activities. The decision is final.After 180 days, you can withdraw the funds from your account. You may also request a wire transfer for the outstanding balance on your PayPal account.Obviously their left hand has no idea what their right hand is doing. Their customer service is non existent and I will never do business with them again. If you Google Paypal you will see the huge number of sites featuring complaints similar to mine. Try paypalsucks, paypalwarning, ripoffreport, paypalwarning,aboutpaypal, finextra, upbux. If you are a Paypal customer and it hasn’t happened to you yet, don’t worry, it will do!

In this article I want to talk separately about the role of paypal in HYIP investment.
Paypal is the world’s largest payment processor, it has over 160 million users around the globe, but in the area of HYIP investment it is not so popular. Why?
There is a bunch of reasons. The first of them is that Paypal has high fees. 3%-4% fee seems unreasonably high in comparison with Liberty Reserve’s 1% fee. PayPal has set such a high comission because of its popularity, however there are some alternatives to PayPal in the high yield investment area, that is why paypal doesn’t seem attractive for HYIP or HYIP monitor.
Another reason is that PayPal is reversible system, so scammed investor may open a dispute against non-paying HYIP. Of course HYIP admin may try to withdraw all funds before the disputes are open, but withdrawal is usually processed within 5 days, and it makes scamming process unconvenient for HYIP admin. Besides honest investors, PayPal dispute system may be also used by scam investors in an effort to try to get their money back even after receiving all payments from HYIP. In this case he is appreciated by paypal as a buyer, so he gets protected and can receive his funds back at anytime, no matter whether he was paid to the full or not.
The last but not the least reason why paypal is not popular in HYIP and especially HYIP monitoring area is its get-tough policy regarding accountholders. And this fact makes PayPal almost unacceptable for HYIP investment. Some time ago paypal implemented accounts’ suspension solely in case having obvious evidences of fraudulent activity. But now, being at the peak of popularity, paypal has become known as a SCAM company that steals the money of its customers. In these conditions no admins of HYIP or HYIP monitor will use it, having in mind that paypal can steal his money at anytime. Obviously, what should HYIP admin do in case his paypal is suspended, and reviewing documents is taking too long or paypal has closed his account without any reason? In this case both HYIP admin and investors get scammed, and paypal remains “the worlds fairest system”, as they reserve the right not to share the reason of account suspension.
Another question is why you will never see a HYIP monitor that accepts PayPal? Well, HYIP monitoring system is closely connected with HYIP investment system, so HYIP monitor has to accept those e-currencies, that are accepted in HYIP area. In other case HYIP monitor will not have a possibility to invest in a certain HYIP. Why not accept payment via PayPal at least for advertisement? Well, the answer is in the 3 above paragraphs. HYIP monitoring system prefers simplicity, and paypal is unable to offer it.
The perfect logical conclusion for this article could become a statement that PayPal and HYIP & HYIP monitoring industries have nothing in common, but wait…
There are HYIPs that accept PayPal! Despite all paypal disadvantages there are HYIP admins that are ready to accept investments via PayPal. How do they do it? Well, there are many tricks, and the most popular among them is offering investors to send personal payments, citing the fact that they are free of fees (but “forgeting” to notify that they are non-reversible). So you should be careful investing in a HYIP that accept PayPal!

This is a common problem that seem to occur often.Many people ask me this question and until recently I had no good answer. Why does web hosting accounts get charged twice?
PayPal is a big payment gateway and many web hosting companies use PayPal in order to receive payments for their web hosting plans and domain name registrations.When an order is made, or a recurring service is being billed, an invoice is sent to the client with payment details. An invoice could be a simple e-mail instructing the client to pay funds to the hosts PayPal account via the PayPal interface, or a payment button on an invoice which links directly to PayPal.
When the client makes the payment, the host automatically (or manually, depending on whether or not a billing system is used) register the payment and the service is extended to the new due date.
So this seems clear, what can go wrong with this?Well, there are three parties involved.
1: The host, which sends the invoice, waits for and register payment, thus extendnig the service.
2: The client, which receives the invoice and makes the payment.
3: PayPal, who transfers the payed amount from the payer (the client) to the receiver (the host), and then, if the host has this set up, send payment notification to the host.
Note that the host cannot charge or bill the client. The PayPal system doesn’t work this way. It is always the client who initiates payment.
In the above scenerio, it is quite possible that the host simply does not check its PayPal balance, thus never knowing that the payment is received. But this does not result in double charge. Remember the host cannot in any way draw funds from the clients PayPal account. The host may very well send invoice reminders, and suspend accounts in worst case.
So when does the problems start?
The big problem is the PayPal subscription feature.The subscription feature was created for people that makes regular PayPal payments to other people or companies. Perfectly suited for recurring amounts, such as web hosting. The PayPal subscription is also initiated by the client, not the host, and it can only be cancelled by the client. With some billing systems, the host can not even see that a PayPal subscription is in place, nor see the date on which the next payment will be received.
Whenever a payment is made with PayPal, the payer is given a subscription choice.If a subscription is created, PayPal will transfer the amount every month on the date that the initial payment was made. Some hosts provide two PayPal buttons on the invoice or e-mail, one for the normal PayPal payment, and one for the PayPal subscription option.
In the PayPal subscription scenario, it is PayPal who transfers the funds according to the payers wishes. The host is only receiving the funds.
So now we have two parties responsible for transferring payments. The client making PayPal payments manually, or PayPal making the payments regurlarly according to the clients wishes.
With PayPal subscriptions, the invoice gets obsolete. The sum is always the same every time, and PayPal transfers it to the host without interaction from the client. But again, the host may not know that the client uses a PayPal subscription to pay the invoice. Some hosts suspend sites pretty quickly on non-payment, and reminds the client a few days prior to the due date that it is time to pay the bill.The client recieves the invoice reminders, thinking that its overdue, or forgetting aboutthe PayPal subscription, and pays it. A few days later, PayPal makes the transfer according the the subscription, and thus the host is payed twice.
This has been the case in 4 out of 5 times when someone has approached me with this problem. It’s not the host who charges the client twice, its the client who pays the host twice.
There is another feature that complicates things even more. Remember that the PayPal subscription payments are made automatically every month on the same date that the initial payment was done? Then consider what happens if the initial payment was made overdue.

PayPal is the largest online payment processor on the entire Internet, with over 100 million users. It is the prominent method of payment on eBay (which owns PayPal), and is the preferred means of payment in other online business. Not only is PayPal the biggest and most popular payment processor, but it is also the best. PayPal has more features and options than its competition, and it’s so incredibly easy to get started with.
There are three types of PayPal accounts, Personal, Business, and Premier. Personal accounts are for regular people who do little to moderate online business. While Personal accounts can’t accept credit card payments, and have certain limits (0 a month withdrawal limit), they have no fees for accepting payments. With Premier and Business accounts, the fee for every payment accepted is 2.9% + .30, so that means that if one accepts a payment of .30 or lower, the fee deducts all of it. But usually if someone would have a Premier or Business account, the fee only takes a small dent out of all payments. The core features of all accounts include the ability to send money, receive money, use auction tools, set up website payments, have account insurance, a download a log, and have access to customer service. Like Personal accounts, Premier accounts have all the core features, and extra abilities, which are as follows: Accepting all kinds of payments, setting up a PayPal shopping cart, be identified as a Premier user, and be featured in PayPal shops. Business accounts have all the Premier features, but can operate under a business name instead of just a name or email address. Also, they can receive money from people without PayPal accounts, and provide employees of the business access to the PayPal account, but with limited abilities.
Another important part of PayPal is the verification process. There are some things you can’t do if you’re not verified, or partially verified. For one, if you simply set up a PayPal account and don’t do anything else, you can’t send money. A credit card must be added to be able to send money. However, that’s not enough to be verified, and until one becomes verified, there is a sending limit on the PayPal account. To be a Verified PayPal member, a bank account has to be added. Once a PayPal account is verified, the sending limit is removed, and the ability to use the PayPal verified seal, which can be put on websites or eBay auctions, is activated.
PayPal is used all over the world, and is growing at an exponential rate. While it seems that many companies, as of now, do not accept PayPal, it is expected that is to change. With the millions of people using PayPal today, it is logical that many big businesses will start accepting it, as the worst thing that would happen would be increased sales. Lots of establishments only accept credit cards, but many people don’t feel comfortable giving out their credit card number online, and PayPal is a way around that (even though you need to give your credit card number to PayPal, that’s still only one place).
Another interesting thing that PayPal has that few other, if any, payment processors have is Money Market. Money Market makes your PayPal account into something like a savings account, in that you accumulate money each month based on how much money you have in your PayPal account. Right now, the rate is about 4.71% a year (it changes each month, just a year ago it was only a little more than 2%). Money is deposited into your account each month, so for example, if there is 0 in a PayPal account, in one month (assuming no other money is deposited or withdrawn) that will increase to 2.35 (4.71% divided by 12 times 0 + 0).
PayPal also has great customer service. They usually respond within a day, and try to answer your question to the best of their abilities. Also, if your question isn’t answered the first time, you can follow-up simply by responding to the email. And once the issue is resolved, PayPal sends you an email asking you to evaluate the person who helped you, so if they did a bad job, you can tell PayPal directly in the short questionnaire sent to you. PayPal also has a help center with answers to all frequently asked questions. They don’t have a ticket center; they are inefficient and more complicated to use than regular email, and many places that do use them are slow in responding to customers’ questions.
Another thing PayPal offers are debit and credit cards, so money from a PayPal account can be used offline as well as online. The PayPal credit card has no APR for the first year, and after that, it is relatively low. The debit card is also great, and offers cash back on all purchases. PayPal also allows money to be sent via a mobile phone, so anybody can send money while on the go. It is easy to set up PayPal on a cell phone, and PayPal even had a contest and gave away thousands of dollars in a promotion relating to sending money with phones.
It is imperative that any online shopper or business of any sort should use PayPal. For online shoppers, especially ones who use eBay, it makes buying things A LOT easier.
